- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subart 12.6 and guidance of FAR 13 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Proposals number N61339-08-P-0162. This number is for tracking purposes only. Solicitation documents and incorporated clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 334611 – Software Reproducing. The SBA size standard in number of employees is 500. Naval Air Warfare Center, Training Systems Division (NAWC TSD) intends to contract for the purchase of qty 4, IBM Rational Clearcase Floating User Annual Software Subscription & Support Renewal, period of performance 10/01/2008 – 9/30/2009 and qty 6, IBM Rational Clearcase Lt Floating User Annual Software Subscription & Support Renewal, Period of Performance 10/01/2008 – 9/30/2009. Delivery address is: NAWC TSD, Bldg. 850, RM 231, P.O. Box 55, NAS Jacksonville, FL 32212. Offeror must quote on all items or none. NAWC TSD has previously purchased the aforementioned IBM licenses for the P-3 ISEO Lab and it is operationally necessary to again purchase Annual Software Subscription & Support Renewal. The proposed contract action resulting from this synopsis/solicitation for a commercial product is the Government’s intent to solicit and negotiate on a competitive basis. Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within three (3) days after date of publication of this synopsis/solicitation will be considered by the Government. The government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation and which is the lowest price technically acceptable. Closing date and time for receipt of offers is Thursday, 11 September 2008 @ 3:30 AM Eastern Time.
