Description
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal accounts in the State of New Jersey. The successful offeror will supply electricity and transmission for a contract term of thirty-six (36), forty-eight (48) or sixty (60) full billing months. Deliveries will begin with the March/April 2009 meter read date for all hourly priced accounts and the June 2009 meter read date for all BGS fixed price accounts. A six (6) month extension period is included in the contract. The approximate annual electric requirement is 65,300,000 kWhs. The Government has divided its requirements into four (4) pricing groups. The first group is comprised of the Statue of Liberty and Ellis Island and will require pricing for 50% and 100% renewable power. Pricing groups 2 and 4 will require 10% renewable power. And pricing group 3 will require an initial 3% renewable power escalating to 5% on October 1, 2009 as defined in the solicitation. The Government will require a single flat price to apply to all accounts in each pricing group that will remain fixed for the contract term. Multiple awards will be considered. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest evaluated price and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on September 18, 2008 at the GSA Bid Room (see solicitation for address). All pricing will be submitted using a reverse auction platform administered by World Energy Solutions (WES) on September 24, 2008. In accordance with the rules and mechanics of WES' reverse auction platform, offerors will be allowed to offer and reoffer pricing until the close of the auction time for each pricing group and accompanying contract term.
