Description
The National Institutes of Health (NIH), The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis; one Fujifilm FLA8000 Fluorescent and Radioisotopic Image Analyzer FujiFilm Medical Systems; 419 West Avenue, Stamford, Connecticut 06604. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The salient characteristics apply to the FLA8000: -Two standard lasers (SHG green laser @ 532nm and a laser diode red laser @ 635nm) to which a third can be added: SHG blue laser @ 473nm. -Ability to read either fluorescent or radioactive labeled cellular structure preparations. -Computer software program which analyzes and enhances the structures visualized by it. -Imaging Plate with a flexible polyester base coated with barium fluoro-halide phosphor crystals. The plate must collect the energy of the radioactive molecules to produce a high resolution image which is then read by the lasers. As images are erased from the plate the plate must be able to be re-used indefinitely. -User selectable resolutions as fine as 5 microns to be used for image analysis. -Ability to read slide based microarrays. -Carriers for direct reading of IP samples (alpha, beta, and gamma emitters) and agarose gels. Facts and Reasons to Justify Other than Full and Open Competition: 1.Statutory authority: Statute: 13.106-1(b) (b) Soliciting from a single source. (1)For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). 2.Justification: The Fuji FLA-8000 is a multifunctional high resolution image analysis system (patented) which uses multiple light emitting lasers (patented) to read either fluorescent or radioactive labeled cellular structure preparations. It also runs a sophisticated computer software program (patented) which analyses and enhances the results visualized by it. The NCI requires this equipment to move to a different method of visualizing the structures we seek to study. No other machine will satisfy the agency's need. Because of the multiple patents held on this system and the unique salient characteristics stated above there is no other known manufacturer that produces a machine with all the same capabilities and no other single machine can do all the types of work required of the NCI. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM ET on September 22, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
