- The Government intends to negotiate a Commercial Firm Fixed Price contractand utilize procedures under FAR Part 13, Simplified Acquisition Procedures.The contractor shall provide 159 Each, CAC Card Readers for EBACS Systems. The NAICS code applicable to this procurement is 561621. The size standard is$11.5 million. The proposed contract action is for commercial supplies or services for whichthe Government intends to solicit and negotiate with only one source under theauthority of FAR 13.501(a)(1)(ii). Interested persons may identify theirinterest and capability to respond to the requirement or submit proposals. Thisnotice of intent is not a request for competitive proposals. However, allproposals received within fifteen days after date of publication of thissynopsis will be considered by the Government. A determination by the Governmentnot to compete with this proposed contract based upon responses to this noticeis solely within the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether to conducta competitive procurement. Potential offerors are hereby notified that the solicitation and subsequentamendments to the solicitation will only be available by downloading thedocuments at http://www.neco.navy.mil and http://www.fedbizopps.gov. This officeno longer issues hardcopy solicitations. By submitting a quote, the offeror will be self certifying that neither theprincipal corporate officials nor owners are currently suspended, debarred orotherwise ineligible to receive contracts from any Federal Agency. Failure todo so may represent grounds for refusing to accept the offer. By submission ofan offer, the contractor acknowledges the requirement that a prospective awardeemust be registered in the CCR database prior to award, during performance, andthrough final payment of any contract resulting from this solicitation, exceptfor awards to foreign vendors for work to be performed outside the UnitedStates. Lack of registration in the CCR database will make a contractorineligible for award. Contractors may obtain information on registration andannual confirmation requirements by calling 1-888-227-2423, or via the Internetat http://www.ccr.gov. The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your proposal.
