Description
U.S. GOVERNMENT SEEKS EXPRESSIONS OF INTEREST FOR A BUILD-TO-SUIT LEASE FACILITY LOCATED AT NORTHWEST CORNER OF MO-150 HWY. AND BOTTS ROAD, KANSAS CITY, MISSOURI REQUIREMENT The General Services Administration (GSA) is seeking expressions of interest for a build-to-suit lease manufacturing facility consisting of approximately 1,035,000 square feet of rentable space with 2,100 parking spaces. In addition, GSA is seeking options for expansion space up to 517,500 square feet of rentable space together with 400 parking spaces. The total requirement may be up to 1,552,500 square feet of rentable space with 2,500 parking spaces. The space will be approximately 25 percent office and 75 percent electrical assembly, laboratory, and light and heavy manufacturing. INFORMATION REGARDING SOLICITATION FOR OFFERS The solicitation for offers (SFO) and pertinent documents will be available through the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Interested offerors must register with FedBizOpps and the Central Contractor Registration (CCR) in order to view or download the SFO and other documents. The SFO cannot be accessed without registration under both sites. CCR registration must occur before you can register with FedBizOpps. If you have not registered with CCR, please visit http://www.ccr.gov/. For FedBizOpps registration, all interested offerors must supply a minimum of the following information: central contractor registration (CCR) marketing partner identification number (MPIN), DUNS Number or CAGE Code (contact Dun & Bradstreet at 1-800-333-0505 to obtain a DUNS number), telephone number, and e-mail address. Upon completion of registration with CCR and FedBizOpps, the SFO and other pertinent documents necessary for submittal of Phase 1 offers will be available for viewing and download during the week of July 28. SITE The site is located at the Northwest corner of the intersection of Missouri Highway 150 and Botts Road, Kansas City, Missouri. The site consists of approximately 185 acres. The assignable option agreement will be attached to the Solicitation for Offers along with a detailed description of the property and site due diligence. TENANT Department of Energy, National Nuclear Security Administration The National Nuclear Security Administration’s (NNSA) Kansas City Plant is a diversified mechanical, engineered materials, and electronic manufacturing service provider supporting government agencies, national laboratories, universities, and U.S. industry. The plant focuses on low volume manufacturing, product miniaturization, and special application hardware. Although a key supplier of components for the Nuclear Weapon Stockpile, no special nuclear materials are stored or processed at the Kansas City Plant at any time. PROJECT GSA will conduct a two-phase procurement for the design/build/lease of the facility. In Phase 1, interested development teams will be required to submit experience and past performance information. In Phase 2, GSA will limit the number of the most highly qualified offerors that will be invited to submit design and price proposals. Tenant alterations are to be provided as part of the rental consideration. The space must be constructed to meet the Federal Government’s requirements for fire protection and life safety, handicap accessibility, and security, among other standards. The environmental assessment has been completed and a FONSI was issued on April 21, 2008. A revised and better refined program of requirements (from the previous SFO for this project) will be transmitted to phase 2 offerors. Revisions include significant improvements with respect to value engineering and technical requirements. STIPEND For those offerors invited to participate in phase 2 of the procurement, the Government is considering payment of a stipend of up to $125,000 to each offeror to offset a portion of proposal preparation costs. Actual payment of stipend will be made upon the Government’s receipt of certified invoices and a technically sufficient best and final offer. TERM The rental term is twenty (20) years firm.
