- This is a notice of intended procurement of commercial items prepared in accordance with the format in FAR subpart 12-6, Streamlined Procedures. The anticipated award will be a Firm Fixed Price Contract; the award will be made on a Sole Source basis to R&D Communications inc., DBA American Communications, located at 2321 Solona St., Ste. B, Ft. Worth, TX, 76117. The Sole Source award is based on proprietary equipment belonging to American Communications already installed in the Holloman Giant Voice warning and public announcement system. The primary North American Industry Classification System (NAICS) code is 334290. The SB size standard for this code is 750 employees. Any information received will be maintained for future Market Research requirements. Responses are to be submitted no later than 1200 MDST 12 Sep 08. PROJECT DESCRIPTION: CLIN 0001: Contractor shall provide all materials (except two speaker poles, to be relocated) parts, labor, supervision, equipment, and management necessary to accomplish requirements of Statement of Work. STATEMENT OF WORK Upgrade Giant Voice System, Holloman AFB, NM Solicitation F2E3CS8191AC01 1.0. SCOPE OF WORK Contractor shall provide all materials, parts, labor, supervision, equipment, and management necessary to accomplish the following: 1.1. Install three (3) new Giant Voice system stations at locations given, with upgraded speakers and controllers/processors. These stations are to use solar panels as a power source. 1.1.1. Recycling Center 32deg, 53min, 32sec N by 106deg, 05min, 04sec W Contractor to furnish this pole, which is to comply w/ANSI/EIA/TIA-222-F-1966 (R2003) 1.1.2. Test Track 32deg, 53min, 22 sec N by 106deg, 08min, 22sec W This pole furnished by Government, and is to be relocated by contractor from current position in dormitory area in vicinity of Bldg 513 1.1.3. Network Training Center 32deg, 50min, 19sec N by 106deg, 05min, 31sec W This pole furnished by Government, and is to be relocated by contractor from current position in vicinity of Bldg 222 1.2. Upgrade existing Giant Voice stations with speakers and processing boards, to include preprogrammed chipsets. All Giant Voice stations must operate on 142.125 MHz and be tunable to other VHF frequencies. 1.3. Reposition control box located on pole in vicinity of Bldgs 922, 923 to be no higher than eight (8) feet above ground level. 1.4. Ensure Giant Voice coverage of areas at a minimum volume of 70db at radius of 4,800 feet from poles. 1.6. Validate American Communication proprietary computer interface module operability within upgraded, expanded system. 1.7. Provide maintenance and operation training as necessary to Holloman AFB personnel regarding upgraded system. 2.0. SECURITY AND SAFETY 2.1. Contractor to comply with all applicable AF and Holloman security regulations and policies while on installation 2.2. Contractor to comply with all applicable AF and Holloman safety regulations and policies while on installation.
