- The US Army Corps of Engineers, Afghanistan Engineer District intends to issue a Request for Proposal (RFP) to award one Firm-Fixed-Price contracts for site survey, site survey report, de-mining and clearance, certificate of clearance, and registration of certificate of clearance with UNMACA of all mines and unexploded ordnance (UXO) for all construction job sites throughout Afghanistan Area of Operation. The work must be conducted in accordance with internationally recognized demining standards within the framework of the United Nations International Mine Action Standards (IMAS). The selected contractors must be accredited by the Afghan Mine Action Authority and registered with the Afghan Government for mine clearance services. The awards for this procurement shall be made in accordance with the applicable federal acquisition regulations. The NAICS code for this work is 562910. One indefinite delivery contracts shall be awarded for a one year base period with two option periods. The total contract value shall be $14,950,000 total over the three year period with no yearly limitation on usage. Task orders may be awarded up to the maximum contract value. The Governments minimum obligation under this contract is 1% of the total contract amount. The options may be exercised at the discretion of the Government to continue the ordering period beyond the first year. The Government shall award a single contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the Government considering technical and price factors. The Government reserves the right to award the contracts to other than the lowest priced offeror. Solicitation Number W917PM-08-R-0113 will be available on or about 21 September 2008.
