The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 334516 the business size standard is 500 employees. The Flow Cytometry Unit of the Laboratory of Pathology, NCI, offers expert diagnostic services in the field of clinical flow cytometry. The staff provides assistance in the diagnosis and classification of reactive and neoplastic lymphoproliferative disorders, immunodeficiency states, and diverse hematological malignancies. We provide consultative and collaborative services to physicians in the National Cancer Institute, as well as to physicians studying patients with hematolymphoid disorders in other institutes. In this manner the Unit provides broad support to all clinical protocols at NCI, thus advancing the mission of NCI. Flow Cytometric immunophenotyping is a sensitive technique for analysis of benign and malignant tumors. It is unique in that it allows rapid simultaneous analysis of multiple complex parameters so that cell size, granularity, viability (including presence of apoptotic cells), cell kinetics, apoptotic markers, DNA content and the presence of multiple intracellular and surface proteins can be determined for each cell in the sample studied. The data produced is both quantitative and objective, thus reducing bias in diagnostic evaluation. The high sensitivity of this technique, coupled with the ability to rapidly analyze multiple parameters in large numbers of cells, allows the detection of small sub-populations of neoplastic cells resulting in minimal residual disease detection that, in some disease processes, surpasses molecular diagnostic testing (sensitivities of 1 in 103 routinely achieved and 1 in 106 achieved with specialized techniques). The Flow Cytometry Unit is studying the refinement of this technique and its application to diagnosis and measurement of prognostic markers in different systems. The salient characteristics of the FACSCanto II Flow Cytometer are: <!--[if !supportLists]--> 1. <!--[endif]--> Has three lasers, namely Blue 488nm, Red 633nm and Violet 405nm and eight detectors <!--[if !supportLists]--> 2. <!--[endif]--> Provides automatic start- up, operation and shut-down capability, including automatic daily and monthly clean cycles <!--[if !supportLists]--> 3. <!--[endif]--> Incorporates dual spatially separated lasers with automatic time delay calculation using FDA approved instrument set-up software and the the system can use both PC and Macintosh proprietary software <!--[if !supportLists]--> 4. <!--[endif]--> Has variable detector configurations and can detect less than 50MESF particles on PE channel <!--[if !supportLists]--> 5. <!--[endif]--> Incorporates all digital electronics to provide cell acquisition rates of up to 10,000 ev/sec and can run automatic 6+ color fluorochrome digital compensation <!--[if !supportLists]--> 6. <!--[endif]--> Provides automatic sample injection from either microtiter plates (96 or 384 well) or 40 tube carousel with completely integrated control by instrument software and hardware The clinical Flow Cytometry Unit has validated all of its panels through extensive testing on clinical and control specimens, as required under CLIA certification. The majority of the antibodies used are from BD Biosciences. We cannot switch to antibodies from another source without revalidation and parallel testing in a process that would require approximately 1 year to perform. Only BD Biosciences provides an 8 color flow cytometer that is FDA approved, of the appropriate laser configuration and compatible with the BD Biosciences antibodies currently in use. Therefore BD Biosciences is the only known source to the NCI for the purchase of a flow cytometer. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on September 22, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
