- Description: Combined Synopsis and Solicitation - Air Force Materiel Command, Aeronautical Systems Center, Wright Patterson AFB OH, intends to award a sole source contract for Sustainment Curriculum Portfolio Programs Sustainment and Maintenance Support IAW FAR Pts 8.402 and 12.6, as supplemented with additional information Attachments 1 and 2, PWS and SS. DD Form 254 is not required for this effort. The contract will be awarded to Technology Development Group, Inc. off of their GSA Schedule, Dulles, VA. Market research was previously conducted and it has been determined this is a sole source requirement IAW FAR 6.302-1. NAICS Code: 541511 Size Standard: $25 million. The Offeror shall provide a quote for the following items: Sustainment Curriculum Portfolio Programs Sustainment and Maintenance Support. The Request for Proposal (RFP) number is FA8604-08-F-7118. The award document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective 12 Jun 2008. A Performance Work Statement PWS, dated 25 Aug 2008, is Attachment 1. Primary Place of Performance: Wright-Patterson AFB, OH. Authority: 10 U.S.C. 2304(c)(1), Justification for Other than Full and Open Competition (Attachment 3): Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Mr. Howard E. Marks has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
