- Western Area Power Administration (WAPA), Desert Southwest CustomerService Region (DSW) intends to issue a contract on a sole-source basis to GE Energy Management Services, Inc. under the authority of 41 USC 253(c)(1) only one responsible source to provide software maintenance services in support of the DSR SCADA system, a highly specialized and customized system. NAICS 541511. The basis for the sole source award to GE Energy Management Services, Inc. is outlined in the Single Source Justification attached below labeled "39703JOFOCdraft". The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and submit a capability statement in response to this requirement, which shall be considered by the agency. This notice of intent is not a request for competitive quotes or proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses are due September 10, 2008, by 12:00 PM local time to Department of Energy, Western Area Power Administration, Desert Southwest Region, P.O. Box 6457, Attn: Janet K.
