Description
The U. S. Army Joint Munitions & Lethality Life Cycle Management Command (JM&LLCMC), Acquisition Center, Picatinny, NJ 07806-5000 has a requirement to purchase 55 each Retrofit Kits, part number 18782, for the LHMBC program. The purchase of these kits will enable 55 RPDA computers to be loaded with GPS crypto keyts. The prospective contractor is Tallahassee Technologies, Incorporated, located at 3000 Commonwealth Boulevard, Tallahassee, FL 32303. The intent is to modify existing Purchase Order for the additional accessories to support the U.S. Armys R-PDA-5500/57s. Use of other than full and open competition applies when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The 55 RPDA that will be upgraded with the retrofit kits were purchased with a five-year warranty. In order to satisfy the conditions of the existing product warranty on the government owned RPDA computers, the Retrofit Kit must be installed by the original manufacturer. Failure to honor the terms of the hardware warranty would result in a void warranty status, which for 55 systems, would have a dollar loss of approximately $100,000.00. In addition, the retrofit kits are unique to Tallahassee Technologies as they will enable them to be programmed with GPS encryption and there are no other sources available in the market place that is able to meet the specifications of the Retrofit Kits. Tallahassee Technologies, Inc is the sole developer of these retrofit kits.
