- Description
- The Government intends to award, on an other than full and open competitive basis, a Firm Fixed Price, five year indefinite quantity/delivery (IDIQ) type contract. The contractor shall furnish all depot level labor, facilities, special tooling, test equipment and materials/parts. Separate pricing is required for: (a) Overhaul, (b) Repair, and (c) Teardown, analysis, repair, rebuild and testing of recently overhauled engines. Input/Output NSN: 2840-01-013-1339, P/N: 6887191. Minimum quantity is 10, and maximum quantity of 600 each. The Depot Maintenance Work Requirement (DMWR) is outdated and not adequate for competition. Subsequent to award of the previous contract for overhaul, the T63-A-720 Turbine Engine was classified as a critical safety item. As such, and in accordance with DFARS, Subpart 209-2, and FAR Clause 52.209-1, award of this current effort is restricted to approved sources. Currently, the only approved source is the OEM, Rolls Royce Corporation, Indianapolis, Indiana. The Government does not own a technical data package necessary for the overhaul of the T63-A-720 engine. Overhauls must be in accordance with the OEM's proprietary overhaul manual that has been reviewed and approved by AMCOM. Other sources that wish to become qualified to overhaul the T63-A-720 Turbine Engine must submit a Source Approval Request (SAR) in accordance with the instructions provided at the Competition Management Offices webpage located at the following weblink: http://www.redstone.army.mil/cmo/samsar.html. Among other requirements, any source submitting a SAR to overhaul the T63-A-720 Turbine Engine must include, with such SAR, proof of legal access to the OEMs proprietary overhaul manual. The Award of this effort will not be delayed awaiting approval of other sources. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted depending upon the date of release of solicitation; however, solicitation will not close prior to the closing date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies, not direct to AMCOM. NO telephone or e-mail requests will be accepted.
