Description

Congressional Quarterly Inc. – Notice of Intent to Sole Source The Missile Defense Agency (MDA) intends to issue a sole source award for Congressional Quarterly licenses to CQ.com and CQ Budget Tracker. Contract award is expected on or about September 30, 2008. The contract period of performance will be twelve-months with two one-year options. The anticipated NAICS code is 519130. Congressional Quarterly Inc is currently providing the Missile Defense Agency with subscription licenses that are being used by the Missile Defense Agency, Legislative Affairs and Business Operations Directorates to support the Missile Defense Agency mission. The Congressional Quarterly subscription licenses are used by MDA’s Legislative Affairs and Business Operations Directorates on a daily basis to obtain access to CQ.com and CQ Budget Tracker. With access to CQ.com and CQ Budget Tracker, MDA is able to obtain congressional research, congressional activity on Department of Defense, budget hearings, congressional testimony, member’s profiles, and official legislative documents. Congressional Quarterly Inc is the only company that provides the licenses for the CQ.com and CQ Budget Tracker. The Contracting Officer has determined that a sole source contract is in the best interest of the Government. This notice of intent is not a request for competitive proposals; however, responses received by 12:00 pm eastern time 15 September 2008 will be reviewed. No formal solicitation package is available. A determination by the government not to compete this requirement based on the responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred in responding to this notice.
