- The proposed contract action is for an acquisition for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii). The Defense Distribution Center intends to award to Amcom Software, Inc., 10400 Yellow Circle Drive, Eden Prairie, MN 55343-9102 for the purchase of an upgrade of an Automated Directory Attendant System (ADAS) to Version 4.0 in accordance with the Statement of Work (SOW) included in this document. Amcom has been identified as the manufacturer of the existing equipment and the existing equipment is proprietary to Amcom Software, Inc. Amcom does not have any authorized resellers. Amcom is the only vendor authorized to perform the upgrade. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within five (5) days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be negotiated and awarded to Amcom. STATEMENT OF WORK Statement of Work For AMCOM 4.0 Upgrade At Defense Distribution Dept Susquehanna (DDSP) New Cumberland, PA 17070 1.0 Introduction: The Defense Distribution Center, Defense Distribution Depot Susquehanna (DDSP), New Cumberland, PA has a requirement to upgrade the existing ADAS Automated Directory Attendant System (ADAS) to Amcom ver 4.0 which includes the upgrading of software and hardware. 1.1 Background: DDSP is currently running an older version of ADAS within the Telecommunication Office on government owned servers, purchased through Amcom as part of the original program, with a Windows 2000 operating system. Under DLA Computer Emergency Response Team (CERT) Tasking 2007-T051 DDSP is required to upgrade all servers to Server 2003 operating systems by December 2008. Upgrading the existing ADAS is imperative as the system is currently in failure. An attempt to repair the system by a one time parts purchase did not produce results. The purchase of this upgrade is considered urgent as Public Safety and the Command Staff utilize this system to notify 4000+ personnel on Force Protection situations and hazardous conditions during inclement weather. 1.2 Location/Hours of Work: Work is to be accomplished on-site for the Defense Distribution Depot Susquehanna (DDSP), New Cumberland, PA., Bldg 14. Work will be accomplished Monday through Friday, between the hours of 7:00 am to 4:30 pm. 1.3 Scope of Work: Contractor shall: Provide personnel with the appropriate technical skills, knowledge, and experience levels necessary to perform the required software and hardware installation. Upgrade operating system on the database server from Redhat Linux ES3 to Redhat Linux ES4 Provide and install hardware to upgrade ADAS to Amcom 4.0 system. Upgrade oracle database from Oracle version 10.1.0.2 to 10GR2 with Database and Web license. Upgrade Windows Smart Speech server from Windows 2000 to Windows 2003. Upgrade third party software Dialogic and Nuance to current versions. Remove scripts, prompts and database from existing system and migrate onto new system. Remove and modify existing PC screen configurations and install on new PC. Load and Test all software prior to shipping to New Cumberland. Setup and test a parallel system to verify functionality prior to cutting over live on the new system. Provide on-site refresher training for 3 personnel. Government shall: Provide a test environment for set up and testing of system prior to going live. Provide rack space, phone and network connections. Provide Window Operating System for Servers. Provide access to required building and rooms to enable the contractor to complete the installation and upgrade. Provide access to the installation for contract personnel and vehicles. 2.0 Quality Testing: Contractor shall: After cutover complete a test packet to verify functionality of the new system. Perform voice directory test to ensure processing functions. Perform verification of 6011 through Directory Tree. 3.0 Parts Required for Upgrade (Parts are required to be purchased from Amcom, as they are configured for the existing ADAS System: Base System Software 1 each – Oracle 10g Database License & Oracle Web License 1 each – Red Hat Linux Advance Server License 4.0 Servers & Hardware 1 each – Dell PowerEdge 2800 for Smart Center 2 each – Dell PowerEdge 2850 for Smart Speech Recognition 1 each – Dell PowerEdge 2800 for Smart Speech Voice Application 1 each – Planar 15 inch flat screen monitor 2 each – Dialogic Voice Card for Speech Processing (12 Ports) 1 each – Access Pack: KVM Cables, Keyboard, Monitor
