Description
The Department of Veterans Affairs, New England Healthcare System, has a requirement for lean engineering services. A fixed price contract with a base and three (3) options is anticipated and shall be awarded. It is the Government's belief that only the Massachusetts Institute of Technology, possess the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is notice of intent to sole source a requirement. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the agency and the contracting activity: (1) Department of Veterans Affairs, VA New England (VISN 1) (2) Acquisition and Material Management Service 940 Belmont Street Brockton, MA 02301 2. Nature and/or description of the action being approved: The nature of the action is a sole source solicitation to MIT for lean improvement education and research services. 3. Description of the supplies/services required to meet the agency's needs (including the estimated value): New England Healthcare System, hereinafter referred to as VISN 1, seeks to accelerate performance improvement efforts to meet patient care and organizational efficiency goals by using education and research services from the MIT Lean Advancement Initiative on lean improvement methods. This will include conducting a lean enterprise analysis of VISN 1 medical center(s) by serving as a field placement organization for the MIT graduate course on "Integrating the Lean Enterprise"; exploring the application and deployment of lean improvement and systems engineering methods to VA healthcare; and initiating improvement projects of important VISN 1 clinical and administrative processes using lean methods and tools applicable to large enterprises developed in the US aerospace industry. 4. Identification of the statutory authority permitting other than full and open competition: FAR Part 6.302-1, Only One Responsible Source. 5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The MIT Department of Aeronautics & Astronautics and Engineering Systems has extensive experience in large enterprise lean improvement as evidence by the publication of the important book Lean Enterprise Value (Palgrave 2002) authored by faculty of the Dept. of Aeronautics & Astronautics and Engineering Systems and collaborators from business, a former secretary of the US Air Force and other experts. The MIT Department faculty participates the Lean Advancement Initiative EdNet, a collaboration of national lean engineering faculty actively adapting established lean improvement training materials for healthcare audiences. 6. Describe the efforts that have been made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies: This requirement is expected to exceed $25, 000 and in accordance with FAR 5.201(b)(1) a notice will be posted through FBO. 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Proposed prices will be thoroughly reviewed and a determination of fair and reasonable pricing will be made prior to award. 8. Description of the market survey that was conducted (i.e. names of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted: MIT Department of Aeronautics & Astronautics and Engineering Systems provides unique services in lean education and graduate student mentoring. 9. Any other facts supporting the use of other than full and open competition, such as - an explanation as to why technical data packages, specifications, engineering descriptions, statement of work, or purchase descriptions suitable for competition have not been developed or are not available. As required by the Federal Acquisition Regulation, the contracting activity will continue to encourage full and open competition whenever possible. However, due to the nature of education and research requirements, contracting with MIT Department of Aeronautics & Astronautics and Engineering Systems will most likely be in the Government's best interest. 10. A listing of the sources, if any, that expressed an interest in the acquisition: To date, no additional sources have expressed an interest. 11. A statement of the actions, if any, that the department/service may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies/services is required in the future: Requirements for research endeavors are very specific in nature and frequently there is only one responsible source. There is little the agency could do to open this requirement to competition.
