- COMBINED SYNOPSIS/SOLICITATION Lease of Motor Vehicles (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMAG000-8-48040DG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 441120. The small business size standard is $23 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: 20 months Lease of three (3) each Compact Dodge Grand Caravan, 2006 or 2007 year model, 7 passenger 4x2 van wagon. Maximum acceptable mileage is 45,000. Maximum acceptable mileage on tires is 15,000. CLIN 0002: 20 months mileage costs. CLIN 0003: 20 months warranty for leased vehicles. (VI) Description of requirements is as follows: CLIN 0001: Vehicles will be driven 10,000 to 12,000 miles per year on paved roads during severe weather events (wind, rain, hail). Color preference is white, but not required. Vehicles without racks are preferred, but will accept racks. If vehicle has rack, the rack and headliner will be removed and will not be re-installed by the government. The will be no permanent changes to the exterior or interior of the vehicle unless the headliner is removed to remove a rack. CLIN 0002: Provide cost/mileage breakdown rates. CLIN 0003: Description of warranty including what is covered, deductibles and any requirements restricting who performs warranty work. NOTE: CLIN 0003 may or may not be awarded under this solicitation. (VII) Place of delivery is National Severe Storms Laboratory, 120 David L. Boren Blvd., Norman, Oklahoma, 73072. Delivery shall be FOB Destination. (VIII) Required delivery is on or before December 1, 2008; offerors shall state offered delivery. Period of performance shall be December 1, 2008 (or delivery) through July 31, 2010. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. Provide information on existing warranties, if any, for each vehicle. (X) Offers will be evaluated solely on price and the price-related factors referenced in this solicitation, if any. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. The following clauses under subparagraph (b) apply: 16, 17, 18 & 36. The following clauses under subparagraph (c) apply: n/a. (XIV) The following clauses are also applicable to this acquisition: 52.208-4, 5, 6 & 7; 52.211-6; 52.211-8; 52.228-8. The following additional terms and conditions apply: Federal Acquisition Service (FAS) standards, item #20, apply. (XV) The Government intends to award a firm-fixed-price order resulting from this solicitation. (XVI) Quotes are required to be received in the contracting office no later than 12:00 P.M.
