Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12 and 13 and in the format in subpart 12.6 of the FAR (Federal Acquisition Regulation) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The Solicitation Number is NEEL0000-8-44642. This solicitation is issued as a Request for Quote. (iii) Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-26 dated June 12, 2008. (iv) This is a 100% small business set-aside. The associated NAICS Code is 238330 (Flooring Contractors). The small business size standard is $14M based on the SBA Table of Size Standards dated August 22, 2008. All firms responding must be registered with the Central Contractor Registration (CCR). The Small Business Competitiveness Demonstration Program is not applicable. (v) Contract Line Item Number (CLIN): CLIN 0001 Carpet Procurement & Installation Services (In accordance with the Statement of Work) Qty: 1 U/I: EA There are no options on this firm fixed price order to be issued under Simplified Acquisition Procedures. (vi) The National Oceanic and Atmospheric Administration is soliciting for carpeting/tile procurement and installation services for the 9th Floor of the Centre Bldg, 8455 Colesville Road, Silver Spring, MD 20910. Existing carpeting is to be removed and properly disposed. Subflooring is to be properly cleaned and prepared for new carpet. New carpet/tile is to be installed. (vii) Performance of subject requirements shall commence on or about September 25, 2008 at NOAA/NESDIS/NPOES-IPO, Centre Bldg, 8455 Colesville Road, Silver Spring, MD 20910. A kick-off meeting shall be held on Monday, September 22, 2008 at 9:00 am Eastern Standard Time at the above address on the 8th Floor, Management Operations Conference Room. Acceptance of subject services shall be at the above address. (viii) The provisions at FAR Clause 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. (ix) The provisions at FAR Clause 52.212-2, Evaluation - Commercial, does not apply to this acquisition. (x) Offerors are required to submit a completed copy of the provisions at FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Failure to provide a copy of the Reps and Certs will disqualify the offer submitted. (xi) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition with no addenda. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.219-6; FAR 52.219-28; FAR 52.222-3; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36; FAR 52.222-50; FAR 52.225-13 and FAR 52.232-33. The following FAR clauses are incorporated by reference; FAR 52.204-7, Central Contractor Registration; FAR 52.247-34. FOB.; Destination (NOAA/NESDIS/NPOESS-IPO, Centre Bldg, 8455 Colesville Road, Silver Spring, MD 20910). The following local clauses apply to this solicitation: CAR 1352.216-70 Contract Type; CAR 1352.211-70 Statement of Work Specifications; CAR 1352.237-74 Foreign National Visitor and Guest Access to Departmental Resources; CAR 1352.246-70 Inspection and Acceptance; CAR 1352.252-71 Regulatory Notice.
