Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the June 12, 2008 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is a 100% set-aside for small business and the NAICS code is 541720. This announcement constitutes the formal Request for Quotation (RFQ) and NO additional written solicitation will be issued. It is the intent of the National Library of Medicine (NLM) to procure historical research services for the History of Medicine Division (HMD), National Library of Medicine (NLM). The period of performance is anticipated to begin on or about September 30, 2008. Vendor shall furnish services and qualified personnel to perform the work as stated on Statement of Work (SOW). ****The Statement of Work of this requirement is immediately followed below. All proposals received within 15 days from the date of publication of this synopsis will be considered by NLM. Responses must be in writing and must be received in this office by September 19, 2008 and must include pricing information and meet NLM’s selection criteria. NLM Synopsis No. NLM-08-209-UHP. EMAILS WILL BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the professional services required by NLM. The offeror shall include all information necessary to document and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered. Vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. The following clauses and provisions shall apply to this acquisition and maybe obtained from the web site: FAR 52.212-1, Instructions to Offerors – Commercial Items (June 2008); FAR 52.212-2, Evaluation – Commercial Items (January 1999); FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (June 2008) – with DUNS Number Addendum [52.204-6 (April 2008)]; FAR 52.212-4, Contract Terms and Conditions - Commercial Items (February 2007); FAR 52.212-4, Addendum to Clause for Year 2000 Compliance (July 1997); and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (June 2008). **** Statement of Work (SOW) Background The National Library of Medicine (NLM), one of three national libraries in the United States, is the world’s largest research library in a single scientific and professional field. NLM’s primary mission, as mandated by the Congress, is to serve the health professions. To support this mission, the Library comprehensively collects materials in biomedical subjects. The NLM’s History of Medicine Division (HMD) maintains a pre-eminent collection of the world’s published medical literature, including books, journal volumes, pamphlets, and theses, printed from the 15th through the early 20th century; manuscripts ranging in date from the 11th century to the present; fine prints, and other graphic materials from the 15th century to the present; and historical audiovisuals up through 1970. The collection consists of more than 600,000 printed works, 4,000 linear feet of modern manuscripts, 3,000 historical audiovisuals, and 60,000 historical prints and photographs. A major part of the mission of the History of Medicine Division is to make our holdings available and accessible to persons of varied backgrounds, through the mounting of historical programs, in order that they may best understand the role of medicine in society and in their lives. Objectives The purpose of this procurement is to obtain the expert services of a trained historian to support and develop historical projects of the History of Medicine Division. Scope of Work/Vendor Requirements The contractor shall: Process the syllabus backlog in the Online Syllabus Archive; Provide historical research services on a selection of HMD’s public health films in support of HMD’s outreach programs; Conduct an historical analysis of current historical research trends in the history of medicine, public health, and allied disciplines, and conduct and analysis of Images and Archives collection strengths and weaknesses, a part of a project to develop effective Images and Archives collection development guidelines; and Conduct background historical research on major figures in biomedicine or clinical medicine that are currently being developed or are planned for Profiles in Science. Government Responsibilities The government shall provide workspace, telephone, computer and internet access, and other supplies. HMD shall also provide orientation and oversight for the project, and will assist the contractor by providing access to research materials necessary to carry out the Scope of Work. The government shall reimburse the vendor for costs of authorized travel in support of the activities of this statement of work, which travel shall not include normal transit between the vendor’s place of business and the Library, but which may include other local and non-local travel. Reporting Requirements and Deliverables Deliverables shall include: Providing and entering into a database technical subject terms to individual syllabi in the history of medicine, public health, and allied fields, in support of mounting the syllabi for the Online Syllabus Archive. Written reports summarizing background research and analysis on individual films in the Historical Audiovisuals collections, in support of their public presentation; Written reports summarizing analyses of current research and publication trends in the fields of the history of medicine, public health, and allied fields, and written reports on the holdings of the Images and Collections, including analysis of usage. Bibliographies and written analyses of primary and secondary historical sources on notable figures in the fields of biomedicine, public health, and health policy who may be considered for inclusion in Profiles in Science. Format and schedule for the above deliverables will be mutually agreed upon by the vendor and the Program Manager in Images and Archives. The vendor shall speak to the Program Manager not less often than every two weeks, and will submit progress reports and an invoice at least monthly. The invoice will clearly distinguish among reimbursement for services, and for authorized travel. For travel costs, the vendor will also submit receipts. Partial payments are authorized. Program Management and Control Requirements The Program Manager will be Paul Theerman, Head, Images and Archives, History of Medicine Division, National Library of Medicine. Inspection and Acceptance Requirements The Program Manager will consult with the vendor regularly, and not less than once every two weeks, reviewing plans prior to implementation and making recommendations as needed to ensure conformation to NLM specifications as well as timely completion of work. Most consultation will be by face-to-face meetings, with occasional phone meetings. Place of Performance The work will be carried out on-site at the National Library of Medicine, History of Medicine Division, according to a schedule mutually agreed upon by the vendor and the Program Manager, generally Monday through Friday, between 8:30 AM and 5:00 PM, except Federal holidays. Work may be conducted on a part-time schedule, by mutual consent. Period of Performance The period of performance will be September 30, 2008 through April 31, 2009. Evaluation Criteria The following technical evaluation criteria will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes. The Project Officer and other appropriate NLM staff will evaluate responses. The technical proposal should be as complete and specific as possible. The technical merits of each proposal will be carefully evaluated in terms of the requirements and in relation to the criteria listed below: The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the following criteria. Offerors must submit information sufficient to allow the NLM to evaluate the following criteria for award.
