- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office announces the intent to contract directly with the Figley Institute for a requirement for a speaker/presenter for a planned Occupational Stress Control (OSC) Workshop, to be provided to Naval medical clinicians. This presentation is aimed at promoting psychological reslience among members of the Navy Medicine health care personnel, a concept of 'Caring for the Caregivers.' Dr. Charles Figley, of the Figley Institute, is considered to be the world renowned Subject Matter Expert (SME) on Compassion and Occupational Fatigue, and the Figley Institute currently offers training and continuing education programs to those who provide relief to emotionally traumatized individuals and communities. Figley's expertise on Compassion Stress Management is necessary to train Naval medical personnel to focus on the professional's self-care, and to reduce the secondary impact of working with the traumatized population. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1.
