Description
It is the intent of the National Library of Medicine (NLM), Toxicology and Environmental Information Program (TEHIP) to procure professional services from Dr. Mark Thoman, on a sole source basis, Port Orchard, WA 98366-8000. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 62111 and the business size standard is $9.0. This is a 100% small business set-aside. NLM anticipates that award will be made on or about September 18, 2008. PERIOD OF PERFORMANCE The period of performance shall be twelve (12) months from the effective date of award with two (2) one year options. BACKGROUND The Hazardous Substances Data Bank (HSDB) is maintained by the National Library of Medicine’s Division of Specialized Information Services (SIS). This file has over 5100 chemical substances in which there is one record per chemical. This factual data bank includes data on: chemical substance identification, chemical & physical properties, safety & handling, toxicology, pharmacology and environmental fate chemical detection measures. There is a need to provide up-to-date accurate peer reviewed data concerning medical monitoring of individuals exposed to hazardous chemicals either by occupation or accidental contact. REQUIREMENTS The contractor will assist HSDB team member in identifying appropriate excerpts from selected Medical and Occupational Toxicology texts, journals and other sources if information relating to medical monitoring of individuals who are either occupationally or accidentally exposed to chemical substances by accident. The contractor will review and evaluate and extract the pertinent data from Medical and Occupational Toxicology texts and journals. During the update process the MEDS field will be examined for out-of-date procedures and replaced with the new state-of-the-art data. The contractor will have full access to the HSDB file search capabilities and the HSDB project officer or HSDB team member will be available for consultation. SOLE SOURCE JUSTIFICATION Pursuant to 41 U.S.C. 253(c) (1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302, the Division of Specialized Information Services at the National Library of Medicine requires the services of Dr. Mark Thoman to provide direction and medical expertise in extracting chemical specific medical monitoring data from the Ryan text, as well as providing other advisory services. This newly reviewed information in HSDB will assist the division in making HSDB more relevant to the needs of the physician community. Dr. Thoman’s experience is not represented in our division: he is a board certified clinical toxicologist who has extensive experience in relation to chemical exposure and the adverse effects in children and adults. In addition, Dr. Thoman is a lifelong member of the Society of Clinical Toxicologists and former President of that organization. His extensive knowledge and understanding of medical surveillance will greatly enhance the scientific accuracy of the medical monitoring information included in the HSDB file, and his advisory services will be valuable in ensuring validity and quality of other Program efforts in the acquisition and dissemination of information resources in toxicology. The reviewed data must be entered via SSEUS for the HSDB. Dr. Thoman has extensive knowledge of the SSEUS data fields relevant to the medical monitoring/evaluation (MEDS) information. Moreover, his experience entering information in SSEUS will eliminate time spent to train new personnel. SIS wishes to update the MEDS information rather quickly due to a related project from our parent agency, the Department of Health and Human Services (HHS). Information within the MEDS and other data fields will be referenced and/or extracted by HHS and other potential projects. Therefore, SIS requests the services of Dr. Mark Thoman in order to perform updates in the most timely manner. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, if any interested party believes it has the capability to fulfill the above requirement; it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NLM to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 3:00 PM EDT September 15, 2008. Faxed capability statements are NOT authorized. Questions must be submitted in writing to Suet Vu at vus@mail.nlm.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
