Description
It is the intent of the National Library of Medicine (NLM), Specialized Information Services Division to contract with Association of Research Libraries, National Diversity in Libraries Conference: Spectrum of the Future, October 1-4, 2008, on a sole source basis, 21 Dupont Circle, NW Suite 800, Washington, DC 20036-1543. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 511210 and the business size standard is $23.0. This is a 100% small business set-aside. NLM anticipates that award will be made on or about September 21, 2008. PERIOD OF PERFORMANCE The period of performance shall be October 1-4, 2008. BACKGROUND The Specialized Information Services Division administers a toxicology and information program, as well as other specialized biomedical information services, such as outreach and training. Within SIS, the Outreach and Special Populations Branch’s mission states that it conducts and manages outreach programs that involve minorities and minority institutions, serves as the focal point for SIS training and outreach activities to minority populations and develops new SIS programs to reach health professionals, public health workers, and the public. Programs with the Association of Research Libraries are directly related to the fulfillment of the SIS’s mission and constitute an important benefit to the public good and to NLM’s and NIH’s efforts to address the elimination of health disparities. REQUIREMENTS The Association of Research Libraries is an organization of the leading research libraries in North America. As of October 2006, it was comprised of 123 libraries at comprehensive, research-intensive institutions in the US and Canada that share similar missions, aspirations, and achievements. ARL influences the changing environment of scholarly communication and the public policies that affect research libraries and the diverse communities they serve. ARL’s Office of Diversity Initiatives conducts various initiatives that involve the recruitment and retention of librarians from underrepresented groups. This office also works closely with other offices within ARL and in the library community to deliver workshops, training sessions, and seminars to the ARL community. This office is working with the Kentucky Library Association, the Kentucky School Media Association, and the Southeastern Library Association to jointly plan this conference. The National Library of Medicine has been invited to participate in this conference and will sponsor a health information track, composed of several different programs on health information and related topics. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, if any interested party believes it has the capability to fulfill the above requirement; it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NLM to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 3:00 PM EDT September 17, 2008. Faxed capability statements are NOT authorized. Questions must be submitted in writing to Suet Vu at vus@mail.nlm.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
