Description
I.INTRODUCTION. A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ) number is: TARRES17608 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, Effective 12 Jun 2008. D.The NAICS code applicable to this acquisition is 334515. E. Basis for award The US Army TACOM-LCMC intends to negotiate based on lowest price and technical acceptability. II.GENERAL. A. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement to purchase a battery cycler for the energy storage lab which will be used for the testing of cells. The battery cycler needs be delivered FOB Destination to Warren, MI and meet the following technical requirements: At least 96 Channels Input Power: 480 VAC 3-phase Three or fewer cabinets Operating from 0-5V at 0-50 Amps Voltage resolution: 1 mV Current resolution: 0.01 A Amp Hour Resolution: 0.001 Ah Watt Hour Resolution: 0.001 Wh Includes voltage and current sense leads for each channel Thermocouple input on each channel Parallelable channels to allow 100 A operation Network adapter (Ethernet, etc) Programmable via cycling software Simultaneous Multiple User Remote access and control of test software (up to 5 people) Dedicated host computer(s) (required for data acquisition and test program creation) Data must be convertible to Excel spreadsheet format Onsite commisioning (of the units) and onsite training (if necessary) B.Submittal Instructions. TACOM reserves the right to seek clarification on any aspect of your quotation. C.This acquisition is unrated under the Defense Priorities and Allocations System (DPAS). D. Quotations must be received by TACOM no later than 1:00 PM-EST, 12 September 2008. Email quotations to pamela.taiariol@us.army.mil. Contractors must be listed in the Central Contractor Registry prior to receiving an award. Refer to website www.ccr.gov for registration information.
