Description
A MARKET SURVEY is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business (SDVOB) contractors to set this project aside. This will be a firm fixed price multiple award task order contract (MATOC). The MATOC is for janitorial services to support the Louisville Districts Real Estate Mission including the states of OH, MI, KY, IN, IL. Up to five IDIQ Contracts may be awarded, in multiple states at various locations. The total combined contract capacity under this umbrella contract is valued at $27.5 Million, no one can exceed $5.5 Million over the life of the contract. The MATOC is planned to last five years if all options are exercised. The award of the MATOC will be based on the best value to the Government, and not based on price alone. The evaluation factors of Experience and Past Performance will be approximately equal to cost or price in determining the best value. The task orders awarded under this MATOC will be competed among all contracts and made to the offeror offering the lowest price. The typical scopes are described as follows: Clean recruiting offices during normal office hours three days a week. That would include dusting all surfaces of cabinets, empty wastebasket, replace trash bags and properly dispose of trash. The Government does not provide dumpsters. Vacuum all carpet cleaning; clean restrooms; clean drinking fountain; spot clean hard surface floors. Weekly items will be a little more detailed but along the same specifications as the three times weekly. Twice monthly the windows will be washed inside and out; spot wash areas to remove finger prints and smudges. Monthly specifications include washing, waxing, and buffing hard surface floors, scouring the trash receptacle, and replace walk off mats. The quarterly requirements are cleaning the blinds, tapes and cords. The carpets will be steam cleaned, high dusting and cleaning of light fixtures, strip, wax, and buff hard surface floors. The following are items that are as required items such as; Clean entrances and exterior walks of buildings, removing snow and ice immediately in front of main and rear entrances/exits, furnish toilet tissue, soap and hand towels, provide and install trash bags, replacement of light bulbs, fluorescent tubes, and starter, spot clean carpets to prevent permanent staining, provide walk off mats at main entrances and exist. This project is planned for advertising in October 2008. NAICS is 561720. Size limitation is $15M. All interested contractors should notify this office in writing by mail, by 2:00 PM Eastern Time on 22 September 2008. If the company responding is a HUBZone certified, 8(a) certified or SDVOB, responses must include: Identification and verification of the company as either SBA, HUBZone certified,or 8(a) certified or SDVOB. Every contractor replying must include: (1) Description of Past Experience equivalent to cleaning an office building, listing janitorial services that have been done in the past couple years.
