- NASA/GRC has a requirement for Ice Droplet Measurement Instruments.1. 1 ea. Cloud Droplet Probe (CDP)2. 1 s2. Spare CDP Connector3. 1 ea. Cloud Imaging Probe (CIP)4. 1 ea. Greyscale Spinning Test Disc5. 1 s2. Spare CIP Connectors6. 1 ea. Precipitation Imaging Probe (PIP)7. 1 s2. Spare PIP Connectors8. 1 ea. Onsite TrainingThe instruments required to calibrate droplet sizes in the Icing Research Tunnel (IRT)need to be replaced. The full range of droplet sizes generated is approximately 2 1200microns; therefore multiple probes are required to measure the different size regimes.The probes must remain free of ice contamination during hours of icing spray operation.The probes must be able to operate accurately in an environment of -10C and 200 kts. Thecurrent optical particle sizing probes, a Forward Scattering Spectrometer Probe (FSSP)and Optical Array Probe (OAP), need to be replaced with the next generation of opticalinstruments. These new probes will need to be compatible with the existing data system,which will not be replaced at this time.The three probes made by Droplet Measurement Technologies, Inc. (DMT) are the onlylike-kind instruments that meet these criteria. The Cloud Droplet Probe (CDP) measuresdroplets in the 2 50 micron range; the Cloud Imaging Probe (CIP) measures the 15 930micron range and the Precipitation Imaging Probe (PIP) measures the 100 6200 micronrange.NASA/GRC intends to purchase the items from Droplet Measurement Technologies, BoulderColorado. The Icing Research Tunnel is in the process of upgrading its entire presentdroplet sizing measurement instruments. The present instruments are outdated and are inneed of replacement. The new instruments from Droplet Measurement Technologies (DMT) arecompatible with our present data acquisition/software systems and tunnel mountingsystems. It has been found that it would be too costly and not in the best interest tothe Government in funding and time to obtain a new vendor and the possible cost savingsdoes not validate the competition. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Friday, September 17, 2008.Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
