Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the information in FAR 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. The RFQ number is N00189-08-T-G114 using Simplified Acquisition Procedures for commercial items. This solicitation document incorporates provisions and clauses in effect through FAR and DFARS. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be access in full text at these addresses: www.arnet.gov and www.acq.osd.mil. This is a total small business competitive action. The FISC Norfolk Groton Office requests responses from qualified sources capable of providing the following supplies and service: ***STATEMENT OF WORK*** NAVAL WAR COLLEGE MUSEUMNEWPORT RI 1. BACKGROUND The government requires 2 each museum quality exhibit display cabinets for the Naval War College Museum, Rhode Island. The contractor shall provide materials, construct modular style cabinets at own worksite. Once complete, will then deliver and assemble the cabinets in place at the Naval War College Museum. 2. PERIOD OF PERFORMANCE All work shall be performed between the hours of 8:00 am to 4:30 pm Monday through Friday, excluding holidays. 3. LOCATION OF WORK Naval War College Museum, 686 Cushing Road, Newport, RI 02840 4. DESCRIPTION OF SUPPLIES AND SERVICE Build 2 oak cabinets with following features:A.Estimated single cabinet dimensions 7 foot high, 7 foot 6 inches wide, 2 foot 10 inches deepB.Oak cabinet front doors with tempered glass frontC.Doors shall be installed with liftoff type hinges D.Oak cabinet fixed sides with tempered glassE.Tempered glass adjustable shelvesF.Cabinet back, top, and bottom shall be " oak plywood with solid oak structures and trimG.Both fixed and adjustable energy efficient florescent lighting in overheadH. Modular construction for ease in removal, moving, and reinstallation of cabinetsI.Finish with marine grade hardware and sealed finished bright with marine sealer and spar varnish The contractor is cautioned that any work not included in this statement of work shall not be performed unless approved by the Contracting Officer. 5. GOVERNMENT PROVISIONS There are no government furnished materials. 6. SECURITY Contractor is required to obtain and provide all necessary information and documents that are required by the Naval Station Newport Security and Pass Office for the contractor's personnel, vehicles, and equipment as necessary to complete the work on base. 7. QUALITY ASSURANCE Quality Assurance is a review, inspection, or surveillance process used to make sure that maintenance and service meet established standards. Government policy under FAR 52.246-4 Inspection of Services - Fixed Price requires the contractor to maintain an inspection system and gives the government the right to conduct inspections. 8. METHOD OF PAYMENT Payment will be WIDE AREA WORKFLOW (WAWF), HTTPS://WAWF.EB.MIL. 9. CONTRACT TYPE Firm Fixed Price. Any work not included in the statement of work shall not be performed unless approved prior to by the contracting officer. 10. SITE VISIT One site visit will be held prior to closing of Request for Quotes so that all perspective vendors may view and inspect the building spaces. Due to base security requirements, failure to make reservations for base entry by 1 PM, 09 SEPTEMBER, may prohibit a vendor from attending the site. Vendors are limited to two representatives for the site survey. Tentative date is 10 SEPTEMBER; alternate date is 11 SEPTEMBER as determined solely by the site coordinator.Reservation coordinator is Bill Hutton. Requests are to be sent via email to; William.hutton@navy.mil Interested vendors must coordinate with the site coordinator no later than 4 PM on 09 September 2008 to set up the appointment. The request must include the following information:A.Address correspondence to; To Whom It May Concern B.Letter contents; It is requested that the following named person(s) be issued badge(s) to access the Naval War College Museum, Newport RI. The purpose of this visit is to tour and inspect the areas in preparation for the procurement and installation of cabinet display cases.C.The letter shall also include (1)each company representative(s) full name(s)(2)date(s) of birth(3)place(s) of birth (city and state)(4)social security number(s)(5)statement of United States citizenship (and that supporting documentation is available upon request)When requesting access to drive on the base facilities all contractors shall have in possession a valid drivers license, registration, inspection, and insurance documents. NOTE: ADDITIONAL SITE VISITS WILL NOT BE ARRANGED FOR ANY PARTIES WHO ARRIVE AFTER THE GOVERNMENT AND THE INSPECTION PARTIES HAVE DEPARTED FROM BUILDING STARTING POINT. ALL PARTIES ARE STRONGLY ENCOURAGED TO BE ON TIME. NO SPECIAL ACCOMMODATIONS WILL BE GRANTED TO PARTIES WHO REQUEST TO ENTER THE SITE PRIOR TO OR AFTER THE SCHEDULED SITE VISIT DATE. ***END STATEMENT OF WORK *** Quotation shall include as a minimum unit prices, point of contact, contact phone and email, payment terms, and all provision information called for in FAR 52.212-3. The following FAR provisions and clauses are applicable to this procurement: 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5 (applicable clauses contained within 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33), DFAR 252.204-7004. DOD will not longer award contract to contractors not registered in the Central Contractor Registration (CCR) database. This announcement will close at 8:00 AM Connecticut time on 16 SEPTEMBER 2008. All responsible small business sources may submit a quotation which shall be considered by the agency.
