- Description
- The Contracting Center of Excellence (CCE) on behalf of the U.S. Court of Appeals for the Armed Forces intends to award a sole source purchase order to Reed Elsevier/LexisNexis for a performance period of 12 months. The contractor shall provide on-line subscription services that offer a comprehensive mix of federal, state, and topical citation, allowing the employees to quickly validate their research. Services also provides access to (1) Legal databases including federal and state case law and statutes as well as law reviews and all associated administrative materials (2) News international, domestic and regional newspapers, magazines, wires and transcripts, (3) Legislative federal and state full text bills and bill tracking reports and committee reports and (4) Public records. The Government intends to solicit and negotiate the required services with only one source iaw FAR, Part 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements of no more than 10 pages received by 10:00 a.m., 10 Sep 2008. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
