Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is EP-08-LW-0002 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-09-11 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The Environmental Protection Agency requires the following items, Exact Match Only, to the following: LI 001, ***FOUR (4) YEAR LEASE TO OWN - INSERT PRICING FOR YEAR 1 of 4***1st Installation Location: US EPA Region 9, 75 Hawthorne Street - 13th Floor MTS-6-2, San Francisco, CA 94105 - -SAN FRANCISCO SITE REQUIREMENTS: Modular Messaging System configured for 3000 users/mailboxes. Configuration will replace Octel 250 with Aria Interface. Credit to be given for existing subscribers on Octel 250 system. 72 Ports on system. Messaging system activated with Aria Interface to enable a smooth transition for users. Web subscriber, web client, and fax messaging will be enabled. Configuration will provide an n +1 of the Message Application Server that will provide a total of three (3) Message Application Servers. Message Storage Server will be provided with High Availability. Interface from Nortel PBX to Modular Messaging System via Message Application Servers will be provided through T-1 circuits. Modular Messaging System will be provided with standard Nortel Integration. Client Plug In for Lotus Notes will be provided. Up to Ten Caller Applications for Auto Attendant functionality will be implemented. Networking between Modular Messaging Systems can be provided by Avaya S3210 Message Networking Server located at Research Triangle Park/North Carolina (RTP). Must have more than 10,000 hours of storage space. Training for two (2) Telecom Staff on Modular Messaging System. Must have system notify users of new voicemail by activation of the red light on existing Nortel telephones. See Attached Scope of Work for installation requirements. Price includes all parts, materials, training and installation costs., 1, Year; LI 002, ***FOUR (4) YEAR LEASE TO OWN - INSERT PRICING FOR YEAR 1 of 4***2nd Installation Location:US EPA Region 9, 1337 S 46th Street Bldg 201, Richmond, CA 94804 - -RICHMOND LAB SITE REQUIREMENTS: Modular Messaging System configured for 2000 user/mailboxes. Configuration will replace Octel 250 with Aria Interface. Credit to be given for existing subscribers on Octel 250 system. 48 Ports on system. Configuration will replace a Nortel Call Pilot. 48 Ports on system. Modular Messaging system activated with Aria Interface to enable a smooth transition for users. Web subscriber, web client, and fax messaging will be enabled. Configuration will provide an n +1 of the Message Application Server that will provide a total of two (2) Message Application Servers. Message Storage Server will be provided with High Availability. Interface from Nortel PBX to Modular Messaging System via Message Application Servers will be provided through T-1 circuits. Modular Messaging System will be provided with standard Nortel Integration. Client Plug In for Lotus Notes will be provided. Up to Ten Caller Applications for Auto Attendant functionality will be implemented. Price includes all parts, materials, training and installation costs., 1, Year; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
