- Description
- The Bureau of Land Management (BLM), Oregon State Office, plans to award a sole source purchase order to the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to conduct a native plant species study on BLM managed lands in the BLM Vale District. The study will inventory plant species of a culturally important nature to the Umatilla Tribes in the Powder and Burnt River areas, approximately 260,000 acres in size. The study findings will be collected into a Traditional Use Study Report which will identify the traditionally gathered First Foods. Field survey information will be added to oral histories gathered from CTUIR tribal elders. It is believed that the CTUIR is the only entity which has access to tribal elders' oral histories. The report shall also contain existing data from CTUIR archives of past and present use of traditional foods. A GIS layer of data mapping will be produced showing the known and suspected locations of First Foods, covering approximately 39 watersheds in the area. This acquisition is pursuant to 41 USC 253(c). This is NOT a Request for Proposal (RFP); the Government does not anticipate issuing a written solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
