- The Government intends to solicit and negotiate with only one source, Winton Machine Co., 3644 Brunette Road, Suwanne, GA. 30024-2191. The procurement will be conducted on a sole source basis in accordance with the statutory authority of Section 4202 of the Clinger-Cohen Act of 1996 for one (1) each angle measuring machine, one (1) each Accessory Kit and one (1) each Tooling that shall be compatible with the Winton RD-30 computerized tube bender. The Agency intends to enter into a firm-fixed-price, supply-type contract with Winton Machine Company. The basis for restricting competition is that the tooling bend dies, clamp dies and mandrel Rods shall be compatible with the Winton RD-30 computerized tube bender. Activity has a Winton RD-30 computerized tube bender and needs additional tooling that is compatible with their machine. Winton Machine Company is believed to be the only source that can provide additional tooling compatible with the Winton RD-30 computerized tube bender. Procure from another source would involve substantial duplication of cost and unacceptable delays as other vendors would be required to obtain engineering specifications to manufacture tooling compatible with the Winton RD- 30 computerized tube bender. Specifications are listed on https://doc.campbell.army.mil. NAICS code for this procurement is 333513 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 7 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Winton Machine Company Co., 3644 Brunette Road, Suwanne, GA. 30024-2191.
