Description
As per FAR 12.603(c)(2)(i), the Information Technology / Information Management Department (NAWCAD 7.2) has a requirement to purchase two (2) Big IP Switch: Local Traffic Manager 6400 4G Mem ROHS Compliant, two (2) Big IP Factory Options: FIPS, SSL, 140-2 (2000TPS) ROHS, two (2) Big IP Add-on ACA License, and two (2) Big IP SVC Premium maintenance/support packages. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number N00421-08-R-0127 is issued as a request for proposals (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The applicable NAICS is 423430 and the small business size standard is 100 employees. The Naval Air Warfare Center Aircraft Division intends to solicit and negotiate with authorized resellers of BigIP appliances/licenses/maintenance services on a full and open basis (brand name mandatory). This is a procurement of (2) F5 BigIP 6400 appliances for the NAVAIR Datacenter at Patuxent River and for one year of product maintenance and support for each of the two appliances. The support is for the hardware of the two 6400 appliances and also for the included software modules of the appliances. These devices perform Network Load-Balancing, High Availability, SSL Acceleration, and PKI Authentication, in both server-side and client-side, for production, development, and disaster-recovery environments. As the F5 BigIP product is integrated into the 20+ applications that will be migrated to this new hardware, each of these applications will be included in the SSAA (system accreditation). If NAVAIR were to procure hardware other than the BigIP, this would invalidate each application's authority to operate, until such time the application resubmitted its SSAA, which is a 6-12 month process. Currently, applications are also being migrated from legacy Navy networks into the NMCI network and are being integrated into the designed F5 BigIP solution. The use of an alternate platform will delay NMCI migration efforts during the lengthy certification and accreditation process for the same 6-12 month period. The Government intends to award to the lowest priced proposal for appliances, licenses and maintenance. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In reference to 52.212-2, Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation which will be most advantageous to the Government. The offeror will include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items applies to this acquisition and included by reference is 52.232-33, Payment by Electronic Funds Transfer. Additional contract requirements or terms and conditions necessary for this acquisition are as follows: DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and DFARS 252.204-7004, Alternate A, Central Contractor Registration.
