Description
The Government intends to solicit and negotiate with only one source, Aerial Machine & Tool Corp., 4298 Jeb Stuart Hwy, Vesta, VA 24177-0222. The procurement will be conducted on a sole source basis in accordance with the statutory authority of section 4202 of the Clinger-Cohen Act of 1996 for forty-eight (48) each Insertion/Extraction Ladders with Carrying Case, Part # AMTC-R2034-47. Ladders shall meet the following parameters: 36 ft long, with 25 rungs; each ladder shall come with 3 sets of removable 6 diameter spacers; 6 ea stainless steel D rings; 2 ea locking carabiners; 4 ea stainless steel ballast rods and carrying case. Ladders are required to be approved for use on Army MH-47 aircraft by U.S. Army Research, Development and Engineering Command, Aviation and Missile Research, Development and Engineering Center, Redstone Arsenal, AL. Drawings and technical data are proprietary to Aerial Machine & Tool Corp. and are not available from the Government. The NAICS code for this procurement is 336413 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 17 Sep 2008. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Aerial Machine & Tool Corp., Vesta, VA.
