- The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US Army Institute of Surgical Research (USAISR), has a requirement for a feasability study with the principal objective of establishing the feasibility of the Swelling Hemostat in the treatment of incompressible abdominal injuries in patients with normal coagulation status. USAMRAA intends to negotiate a sole source contract for the lease of this equipment with Aurora Flight Sciences, 1 Broadway Hill, 12th FL, Cambridge MA, 02142. The intent is to make a sole source award pursuant to FAR 6.302-1(a)(2). Aurora Flight Sciences is the only source deemed capable of fulfilling the requirement. This notice of intent is not a request for competitive quotes. No solicitation document exists. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the Contracting Officer within eight calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability within the established timeframe. Information can be sent to the Contracting Office at: USAMRAA, ATTN: MCMR-AAA-G (Marc Bustamante), 820 Chandler Street, Frederick, MD 21702-5014. No telephone requests will be accepted. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
