- This special notice is posted to inform the public that the Bureau of Public Debt (BPD), on behalf of FedSource, intends to award a sole source contract to IdeaSource, Inc., 1701 Rimpau Avenue, Corona, CA 92881, for FedSource Business Management System (FBMS) support services. The period of performance is October 1, 2008 through March 31, 2009, with options through September 30, 2011. Anyone needing information may contact contract specialist Paul White at 304-480-7141 or contracting officer Debra Stephenson at 304-480-7113. Affirmative responses must be received no later than 2:00 pm ET on Friday, September 5, 2008. Proprietary database software (FedSource Business Management System; FBMS) support services are needed into FY09 and potentially beyond. Remaining FedSource business transactions will be completed by BPD/Treasury after the field offices close. FBMS is the ordering database used to award and modify FedSource customer orders. Continued support of FBMS is needed to ensure modifications and close-outs of any FedSource work can be completed using the established Legacy system. In order to ensure a smooth closure of FedSource, the database will be consolidated and moved to BPD during FY09. Remaining invoicing, funding reconciliation, order modifications, administration, etc., will still need to be done through FBMS, and therefore, the database needs to be supported and maintained. No other known source has access to the FBMS database. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received before the response date listed above. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement at terms more advantageous to the Government than direct purchase through IdeaSource, Inc.
