- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source purchase order under the statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The UNITED STATES TRANSPORTATION COMMAND/(Military) SURFACE DEPLOYMENT and DISTRIBUTION COMMAND (SDDC), Scott Air Force Base, IL intends to award a sole source requirement to Lloyd’s Register – Fairplay, for access to its vessel and port database for up to 50 concurrent users with 50 field of information. This retrievable authoritative reference data (i.e. IMO numbers, vessel names/types, port names/ID numbers/latitude/longitude, etc.) is needed to ensure the most up to date information is available to the ships carrying shipments/supplies. The reference number is HTC711-08-Q-0248 and the associated North American Industry Classification System (NAICS) code is 519130 and the size standard is 500 employees. The sole source purchase will be awarded under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement or submit quotes. All quotes received within five (5) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
