Description
This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; proposals are being requested and a written solicitation will\not be issued. The U.S. Army Joint Munition and Lethality Life Cycle Management Command,Acquisition Center, AMSML-AQ-MA, Bldg. 10, Picatinny Arsenal, NJ intends tosolicit, negotiate and award a Firm Fixed Price, Sole Source contract withSechan Electronics for the purchase of (6) Hard Drive Assemblies for use withnavigation on the M109A6 155mm self-propelled Paladin Howitzer at Attn: PaulBennett, AMSRD-AAR-WSF-I, Bldg 31, Picatinny Arsenal, NJ 07806-5000. Thesolicitation number is W15QKN-08-T-0637 and is being issued as a Request forQuotation (RFQ). This solicitation document and incorporated provisions andclauses are those in effect through Federal Acquisition Circular 05-11. Theapplicable North American Industry Classification System (NAICS) code is334112. There will be one separate Contract Line Item Number (CLIN) of: (6)Hard Drive Assemblies (Part No. 12096350) to be delivered NLT 60 days aftercontract award, to cover the costs of the entire requirement. STATEMENT OF WORK 1.0 BACKGROUND The 12096350, FBCB2 Hard Drive Assembly is a custom unit designed as anintegral component of the tactical Paladin Digital Computer Unit (PDCU), whichis the primary computer in the M109A6 155mm self-propelled Paladin Howitzer.The design of the PDCU and this sub-assembly is proprietary to SechanElectronics. The provision at FAR 52.212-1, Instructions to Offerors Commercial, appliesto this acquisition. The provision 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) applies: (a)The Government will award a contract resulting from this solicitation to theresponsible offeror whose offer conforming to the solicitation will be mostadvantageous to the Government, price and other factors considered. Thefollowing factors shall be used to evaluate offers: Award will be made to theofferor whose offer is the lowest price, technically acceptable. NOTE TOOFFERORS: Sufficient documentation shall be submitted with the offer so as toascertain technical acceptability. (b) A written notice of award or acceptanceof an offer, mailed or otherwise furnished to the successful offeror withinthe time for acceptance specified in the offer, shall result in a bindingcontract without further action by either party. Before the offer's specifiedexpiration time, the Government may accept an offer (or part of an offer),whether or not there are negotiations after its receipt, unless a writtennotice of withdrawal is received before award. Offerors are required to include a completed copy of the provision at FAR52.212-3, Offeror Representation and Certifications Commercial Items, withtheir offer. The clause at FAR 52-212-4, Contract Terms and Conditions Commercial Items,applies to this acquisition.
