Description
The Project Manager, Aerial Common Sensors (PM ACS) is seeking information from potential sources regarding providing Constant Hawk (CH) Capability in Afghanistan. This survey is for the purpose of obtaining information. System Description: The Constant Hawk is a surveillance capability that uses an electro-optic payload to collect airborne persistent surveillance and intelligence on identified areas of interest. The Constant Hawk system records and archives sensor data from persistent surveillance systems to a fast retrieval system that allows for imagery of incidents, such as roadside bomb-blast to be reviewed allowing analysts to backtrack the sequence of events and then detect the identify the key information to support operations. The intent is to replicate the overall capability of the currently deployed (to Iraqi) Constant Hawk airborne surveillance suite on a new platform in a new theater (Afghanistan). This souces sought is seeking information from potential sources interested in providing the current Constant Hawk total capability in Afghanistan, consisting of aircraft pilots and logistics support, airborne surveillance suite and Ground Processing facility. However, the Constant Hawk airborne surveillance suite shall be integrated onboard a pressurized aircraft in order to operate more effectively in this new theater (Beech C-12 or equivalent). The Constant Hawk airborne system integrated and demonstrated on board a pressurized aircraft and the Ground Processing Facility shall be in full operation in theater no later than twelve (12) months after contract award. Efforts will include full turn key operations by the contractor including all operations and support of the systems to include operations of the aircraft, payloads, and ground processing as well as maintenance and repair support services. An earlier delivery of the capability/service is of much greater value to the government. Requested Information: It is requested that interested parties provide a brief capabilities package that demonstrates their ability to meet and execute the Constant Hawk total capabilities and requirements stated herein. Specific interests of the offerors experience are in the areas of aircraft modification/certification and integration. Also, describe the offerors experience and capability to operate and sustain airborne equipment within a wartime environment. This package should contain general information about your organization (including any team members) as well as programmatic and technical data for programs deemed to be applicable to the CH system. All proprietary portions of the response package must be clearly identified and will be treated in the strictest confidence. Responders are hereby reminded that non-government staff supporting PM ACS will have access to submitted material, and that submission of a package constitutes consent to the disclosure of proprietary information to those non-government staff. "Manufacturing and test facilities relevant to your described products. "Relevant capabilities and experience in integrating these products on airborne systems.
