Description
The Department of Homeland Security (DHS), U.S. Coast Guard (USCG), intends to enter into negotiations on a sole source basis under the authority of FAR 6.302-2 with Kokatat, Inc., 5350 Ericson Way, Arcata, CA 95521-9277. The USCG has an immediate need to procure Coast Guard All Purpose Personal Protective Equipment Suit’s (CG-AP-PPE) and CG-AP-PPE Training Over-Garment’s. Kokatat, Inc. is the only manufacturer that is capable of producing an acceptable CG-AP-PPE for the U.S. Government. Testing and verification must be completed prior to the suit being accepted by the USCG. Sponsorship must be obtained by the Department of Defense to conduct testing in an environment that contains Chemical Warfare Agents (CWA). Obtaining sponsorship is a lengthy process that takes an extended period of time to obtain. Kokatat is the only company that has access to the testing sites because of their sponsorship by the U.S. Special Forces Command (USSOCOM). Testing and verification requires the suit to be worn for an extended period of time in an operational environment (land and maritime) and diverse weather climates/environments (which includes wear in an environment that contains actual CWA's). Additionally, it must be tested after extended use to verify it meets the original protection requirements with actual CWA's in a U.S. Government accredited laboratory. The Department of Defense (USSOCOM) has completed its verification of Kokatat's suit after extended operational testing and over 2000 hours of wear testing (spanning 13 months) during USCG’s ongoing WMD response test and evaluation program. As a result of this verification process, the suits have been approved for use in an environment that contains chemical and biological warfare agents. This notice is not a request for competitive proposals. However, if your firm currently has a certified product in accordance with the requirements stated herein, you may submit a proposal. If the proposal is received by 2:00 PM EST, Friday, September 19, 2008, it will be considered by the agency.
