- Description
- The U.S. Coast Guard intends to negotiate with and award a six (6) month (1 Oct 08 - 31 Mar 09) sole source contract under the authority of FAR 6.302 to Nortel Government Solutions Incorporated, 12730 Fair Lakes Circle. Fairfax, VA 22033-4901. The sole source contract will be to provide continued services to operate and maintain two ship-report systems which reduce the threat of ship strikes to North Atlantic right whales off the Atlantic coast of the United States. The ship reporting systems are entitled WHALESNORTH and WHALESSOUTH, both commonly referred to as the Mandatory Ship report (MSR) System. See Attachment for Solicitation. Quotes are due 11 September 2008, NLT 1600 local time. The anticipated award date will be 1 October 2008. Written and electronic procedures will be used for this solicitation. No telephone requests. The solicitation must be printed from FedBizOps by the contractor. This office will not mail solicitations. All responsible sources solicited may submit a proposal, which shall be considered. Note: the proposed contract is for maintaining a communication and information system with associated programs that has 24 hours/day, 7 days/week, and 365 days/year capabilities to receive incoming ship messages (consisting of the ship’s name, call sign, position coordinates, projected waypoints, speed, course, route, and destination) approximately 6,000 to 10, 000 times annually. The contractor shall return a standard message to the ship consisting of information about right whales and advising mariners about where they can obtain guidance on avoiding whales. The system shall be capable of processing and storing shore to ship dialog primarily via INMARSAT-C, using VIZADA, a mobile telecommunications service provider, as well as TELEX, using EasyLink, a TELEX provider. The contractor shall maintain a fully functional database system that takes the information from the ships reports, formats the information, and automatically enters in into the database. The database shall be accessible for queries from remote sites, but still be secure, having limited access and shall be able to be provided to an external computer entity. This system shall be located in an offsite data center facility in Ashburn, VA. For information concerning the acquisition, contact the Contracting Officials listed. NOTE: A competitive contract will be solicited, evaluated and awarded for a start date of on or about 1 April 2007. A separate FEDBIZOPPS notice will be posted in Oct/Nov time for that action.
