Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M3SV8198A002 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 238990, and the small business size standard is $13,000,000. (v) This requirement consists of one line item: 0001) Furnishing all services, tools, labor, equipment, materials, and travel required to furnish and Remove and Replace 24 sets of shower doors. Contractor shall cleanup site daily. Work hours shall be 0800-1700 Monday through Friday. All work shall be completed within 60 days of Contract Award. Changes and modifications must have prior written approval from the Contracting Officer. The contractor shall fill out and return Pope AFB form IMT 3140 (consent for background check) 7 days prior to start of installation for obtaining base passes. The contractor shall guarantee and warranty all materials, equipment, and workmanship for a minimum period of one year from the date of final acceptance. The contractor is responsible for any damages caused to government property. Quantity: 1 Unit of Measure: Lot (vi) IAW Statement of Work dated 21 July 2008. (vii) The performance period is 60 days including the delivery of materials. The contractor certifies that it can meet the delivery date by submitting a quotation. FOB: Destination, Bldg 11304, Pope AFB, North Carolina. Shipping costs should be included in the unit price. (viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation – Commercial Items, applies to this solicitation. The quotes will be evaluated on price and technical capability. (x) The provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application – ORCA – at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition Paragraph. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. The following FAR clauses identified at FAR 52.212-5 are considered checked and are applicable to this acquisition: (b5), (b14), (b15), (b16), (b17), (b18), (b19), (b20), (b24 basic clause), (b31), (c1) and (c2). (xiii) The following clause are incorporated by reference: FAR 52.223-5, FAR 52.232-33, FAR 52.237-2, DFARS 252.204-7003, DFARS 252.223-7006, DFARS 252.204-7004 (Alt A), DFARS 252.225-7000, DFARS 225.225-7002 and DFARS 252.243-7001. The following clauses will be incorporated in full text: FAR 52.252-2 to integrate http://farsite.hil.af.mil, DFARS 252.212-7001 and sub-paragraphs (b4), (b12ii) and (b20iv), DFARS 252.232-7003 and DFARS 252.246-7000,. 52.232-18 -- Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.(End of Clause). (xiv) Wage Determination No. 2005-2393 (Rev 7) dated 05/29/08 applies to this solicitation. (xv) A site visit will be held 12 September 2008 at 08:00 AM EST. We will meet at the 43 rd Contracting Office, Bldg 560. (xvi) Award can only be made to contractors registered in the Central Contractor Registration and ORCA. (xvii) Commerce Business Daily numbered note 1 applies to this acquisition. (xviii) The solicitation due date is 18 September 2008, 2:00 PM EST. Direct any questions to Cynthia Purdie at the number above or contact Ms. Cynthia Williams at 910-394-5688. STATEMENT OF WORK Furnish, Remove and Install Bathroom Doors P.O.C. Cynthia Purdie I. SCOPE: GENERAL: The work consists of furnishing all transportation, services, tools, labor, equipment, and materials required to purchase, remove and install shower doors in the bathrooms in buildings 223, 225, 227 243, 244, 245, 246, and 247. A. The contractor is responsible for any damages caused to government facilities. B. LOCATION: All work on this project is to be performed at the Carolina Inn on Pope AFB, North Carolina, 28308. C. COORDINATION: The contractor shall coordinate delivery and installation with Kenneth A. Reid, Assistant Lodging Manager @ 910-394-4131 prior to starting work. The building will NOT be occupied during installation. The contractor is responsible for providing the government with necessary background information for their personnel to gain access to Pope AFB. The contractor shall complete the Pope AFB form IMT 3140 (consent for background check) for all employees assigned to the project immediately after receiving “Notice of Award”. D. NORMAL WORKING HOURS: The Contracting shall schedule his working hours to coincide with the normal working hours of the military base, 7:00 am to 4:00 pm, Monday-Friday. The contractor may work outside the parameters of these hours with the prior approval and consent of the contracting officer. II. DETAILED ITEM DESCRIPTIONS: ALL ITEMS ARE TO BE CONSIDERED “BRAND NAME OR EQUAL.” (a) Shower doors need to be similar or better quality than picture provided. (Existing shower doors in buildings 219 and 221) (b) Shower Door Specs – 22 Shower Door Glazed 650 Gold 59 ½ x 58 ½ Reeded Glass Pattern 62 Glass (c) Shower doors should fit on top of existing tubs III. DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the contract. All work, to include assembly, removal of packing materials, cleanup of the premises and final inspection, shall be completed within the business day. 1. The government will provide at a minimum 4 units per week 2. Contractor will remove existing shower doors with minimal damage to surrounding ceramic tile area. 3. Contractor will repair any damage to surrounding ceramic tile 4. Contractor will replace caulking/water seal after installation of shower doors. IV. CLEAN UP: A. The Contractor shall leave each unit free of debris when installation in that room is complete. The contractor shall dispose of all debris and rubbish in a contractor provided dumpster (which will be located on Interceptor St adjacent to the buildings 244 and 243) prior to beginning installation in another office or section of offices. All waste shall be disposed of in accordance with applicable Federal, State, and local laws.
