Description
This is a combined synopsis/solicitation for commercial supplies and services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subparts 12 and 13, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ). RFQ Number C002138 is assigned and shall be referenced on all quotes. The provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26, effective June 12, 2008. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a 100% Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) Code is 811111 with a small business size standard of $7.0 Million Dollars. The deadline for submitting an offer is September 12, 2008, 1:00 PM, EDT. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract for the purchase and installation of the following equipment in 37 motor vehicles. For each of the 37 motor vehicles, the offeror shall provide an installed equipment package comprised of: 1. One (1) multifunction public address microphone with emergency lighting and siren button controls. The multifunction public address microphone and remote siren switch shall be operational within the driver's reach for Air Horn, Wail, and Phaser or Manual operations with automatic emergency lighting controls when siren is operational. One additional button shall be programmed and labeled for emergency lights and strobes only. 2. One, (1) 100-watt output siren with Wail, Priority, Air Horn, Manual Peak and Hold tone that works with the multifunction public address microphone. 3. One, (1), 1-00 watt siren speaker. 4. One (1) LED light stick, 12 inches overall length, dual operation with one side red and one side blue for rear windshield mounting, clear when not in use. 5. One (1) LED light stick, 12 inches overall length, dual operation with one side red and one side blue for front windshield mounting, clear when not in use. 6. Two (2) LED light sticks for grille mounting, 4 inches in overall length, one red and one blue for rear windshield mounting, clear when not in use. 7. One (1) LED Flasher Strobe style solid state, water proof, and with seven flash patterns: Double, Quad; Quint and Mega alternate flashing, Double and Quad simultaneous flash and random. 8. One strobe kit, 90-watt, 6-head power supply with 2 clear strobe tubes to be installed in each headlight. Receipt and installation of the equipment shall be completed 60 days ARO, FOB, at the Offeror's facility which shall be located within 20 miles of Quantico, VA. Quotes shall include a standard commercial warranty. Offerors must agree to hold prices firm for thirty (30) days. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. Any vendor not having government or commercial experience will be rated as "Neutral." Technical and past performances, when combined, are more important than price. Past Performance will be based on telephonic performance evaluations received from previous contracts. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orcan.bpn.gov. All offerors shall be registered in the Department of Defense Central Contractor Registration (CCR) database, per FAR 52.204.7, (Apr 2008), prior to receiving any award.
