- The Naval Surface Warfare Center-Carderock Division (NSWCCD), Ship Engineering and Analysis Technology (SEATech) Center provides hardware and software resources required by the submarine and surface ship communities. This requirement is for annual license renewal of CD-Adapco Computational Fluid Dynamics (CFD) analysis software. The products to be licensed are COMET/STARCCM+/STAR-HPC. The codes are required for advance analysis for fleet support and design optimization. NSWCCD intends to negotiate a non-competitive procurement with CD-Adapco Analysis & Design Application Co, Ltd., Melville, NY.CD-Adapco is the sole owner, developer, and maintainer of COMET/STAR-CCM+/STAR-HPC. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC referencing RFQ N00167-08-T-0155.
