Description
This Sources Sought and request for information is being extended to 12 September 2008 to gather additional information from industry. Please review the attachment for additional technical requirements. If you previously provided a response, please take a moment to review the additional requirements to ensure your company can meet the specifications, and provide an updated response. This announcement constitutes a Sources Sought Synopsis and Request for Information. The following information is provided to assist the Air Force in conducting market research of industry to identify sources of commercial and manufactured items that meet Air Force requirements. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. The F-16 System Program Office is considering competing select avionic equipment and carries with it special requirements as defined, but not limited to, selection elements noted in the description. Please mail or e-mail responses by COB 12 Sept 2008 to the POCs identified below. Description The Air Force may release a Request for Proposal (RFP) in the near future for a Digital Airborne Video Transmission System (AVTS) and associated components for the Thunderbird Block 52 Aircraft. This requires a system for each aircraft (9 "C" model aircraft and 2 "D" model aircraft) along with updates to their downlink trailer to replacing their old analog system used with their old Block 32 aircraft. The required aircraft components include a digital microwave transmitter and two antennae (@ fuselage station 257.90), with lower antenna 7.9 inches to right of baseline. The position of the transmitter will be under panel 2202 mounted on the aircraft band amp rack (now empty). The lower antenna will be attached to a locally manufactured mounting plate. The upper antenna on the F-16C block 52 aircraft will be mounted on panel 3402 (the PDU panel). For the F-16D block 52 aircraft, the upper antenna will be mounted on the turtle shell cone panel 3435 (forward of the PDU panel). A small 50/50 power splitter is also needed to provide an equal distribution to both antennae. All of the proposed components are compatible with existing video/audio equipment ("lip stick" cameras and the Digital Video-Recorder (DVR)). The electrical requirements shall utilize the aircraft power (i.e., 28 VDC) and will be tapped off existing spare circuit breaker of the aft equipment bay DC power panel. Installation time per aircraft is limited to be less than 20 hours by Air Force personnel. The ground station will consist of four receivers, four antennae, and a video switching unit. The end application will allow the user to select video feeds from either the commander/leader's aircraft, slot aircraft, and both solo aircraft. This modification will remain on the aircraft as long as the aircraft are possessed by the Thunderbirds. Special Considerations The Government may award a contract to a single integrator/provider of equipment. Contract award decision may be based upon an evaluation of cost and non-cost factors (ie technical capability, past performance etc.). Part manufacturers must be qualified vendors for aircraft avionics components for the F-16. Engineering Proto-type Testing may also be required. To help identify potential sources and assist industry in better understanding this requirement, the Program Office may support one-on-one discussions/meetings or telecoms with interested contractors. Meetings will be held at Hill AFB and can be scheduled for 2-hr blocks. Please contact the POC's below for reserving an appointment. If circumstances permit site surveys may also be conducted. RFI 1. Are you a qualified source for F-16 avionic components? If so, by whom are you qualified and for what components? 2. What is your experience in providing similar parts? Please provide part numbers and/ or copies of brochures? 3. Describe your facilities, transportation, manufacturing, and manpower capabilities and capacity. 4. What is your estimated price and lead time for delivery of components and receiver equipment? 5. What quality control measures do you currently have in place (ISO 9000, 9001 etc. and which version)? 6. Do you have clearances in place to handle proprietary or security sensitive equipment, documents, or information? If so, what level of security clearance do you have? 7. The North American Industry Classification system (NAICS) code being considered for this acquisition is 334220: based on this NAICS code what is your size status.  Small Business  Small Disadvantaged  Women-Owned  Veteran-Owned  Service Disabled Veteran Owned  Hub-zone  Women-owned business other than Small  Large Business 8.
