- The US Geological Survey, Geologic Hazards Office intends to negotiate on a sole source basis with the Oregon Department of Geology and Mineral Industries, 800 NE Oregon Street #28, Suite 965, Portland, OR 97232-1562 to provide LIDAR data covering contiguous area of 970 square miles along the coast of Northwest Oregon, counties of Clatsop, Tillamook, Lincoln, and Lane. The area includes Astoria and extends southward to Heceta Head. USGS has the opportunity to obtain all this LIDAR data from the Oregon Department of Geology and Mineral Industries at 11.3% of the cost of the entire project because agencies and local governments will contribute the remaining funds for this project. LIDAR requirements are as follows: 1) Image Type: list of all valid returns, separate Rasters of ground surface and first-return surface, list of XYZ coordinates of all identified ground points, intensity image; (2) Pixel Resolution, Point Density, and Image Quality: 3 feet, >8/m2, no tiling artifacts and a tile boundaries, 50% sidelap with no voids between swaths; (3) Datum, Coordinate System Units: vertical, NAVD88, horizontal, NAD83, international feet (4) Data Format: ASCII text for lists, ESRI floating point grids for Rasters, GeoTIFF for intensity image; (5) Mandatory Ground Conditions: leaf off, snow free, rivers within banks no voids due to cloud cover or instrument failure; (6), horizontal accuracy: <10 cm horizontal (RMSE) (7) Vertical Accuracy: Bare-earth DEM's tested against independent high accuracy ground control points must have vertical root mean square error no greater than RMSE less-than or equal to 20 cm * ( ( (n-1) - 2.326 * (n-1)1/2 ) / n )1/2 where n is the number of Ground Control Points. (8) Data shall be public domain with no license restrictions; (9), Flight Date: autumn 2008; (10) Data Delivery: March 2009 Firms who feel that they can furnish the required services described above and provide considerable cost sharing are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 10 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
