Description
The work consists of design and construct buildings, roads, utilities and other infrastructures for various facilities and infrastructures to include: barracks, classrooms, shower/latrine and storage facilities, dining facilities, administration buildings, warehouse, gymnasium, recreation buildings, helipad, medical clinics, fire station, and etc; power plant and electrical distribution system, drainage structures, communication system, sanitary sewer collection system, water source and distribution system; training ranges, paved roads and parking, and sidewalk network inside of the compound; gravel perimeter road, and access road asphalt paving to the facility Entrance from the Ring Road. The site is located at approximately: Northwest Corner: Latitude: 34.11 ft 13.68i n Longitude: 68 48 ft 17.45 in Southwest Corner: Latitude: 34.10 ft 12.9 in Longitude: 68.47 ft 45.7 in Northeast Corner: Latitude: 34.10 ft 58.05 in Longitude: 68.49 ft 58.28 in Southeast Corner:Latitude: 34.09 ft 46.44 in Longitude: 68.49 ft 34.05 in Altitude is about 2,250 meters. The site Right of Entry is for approximately 5.96 square kilometers. The walled compound facility footprint within the ROE is anticipated to be approximately 675,000 square meters. Oversight of the Engineer/QAR will be coordinated with the closest AED Resident office. The proposed contract will be awarded on a firm-fixed price basis to the offeror whose proposal represents the best overall value to the Government. Competing proposals shall be evaluated against the requirements of the solicitation in order to access strengths, weaknesses and associated risks and deficiencies. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements. The estimated value of the contract is between $60,000,000.00 and $115,000,000.00. The total schedule for completing the entire work Phases I & II is approximately 31 December 2010 after receipt of notice to proceed. The proposed contract will be awarded using the Best Value Trade Off Method. Solicitation Number W917PM-08-R-0092 will be available on or about 18 September 2008. Interested parties are advised to submit their proposal within approximately 30 - 40 days. Actual time will be specified in the final solicitation package after issuance of the RFP which will be on or about 28 October 2008.
