Description
NAICS Code: 541711 The U. S. Environmental Protection Agency intends to negotiate a sole source purchase order forprofessional services for modeling/statistical analyses to identify the important sources and pathways of the CTEPP children's exposures to the pesticides 2,4-D and PCP with Dr. John Kissell of the University of Washington School of Public Health and Community Medicine, using simplified acquisition procedures. The period of performance is anticipated to be twelve (12) months from date of award. The contractor will be required to perform the following activities: (1) use a probabilistic 3-pathway model (inhalation, dietary ingestion, and soil ingestion) to estimate the NC children's intake of 2,4-D and PCP compared to their excreted amounts of urinary biomarker; (2) use a probabilistic 7-pathway model (inhalation, dietary ingestion, soil ingestion, dust ingestion, hand-to-mouth ingestion, object-to-mouth ingestion, and dermal) to estimate the NC children's intakes of 2,4-D and PCP compared to their excreted amounts of urinary biomarkers; (3) use advanced modeling and statistical approaches (i.e., Markov chain Monte Carlo [MCMC]) to estimate the shortfall amount required in the environment to contribute to the excreted amounts of 2,4-D and PCP, and also identify the significant source(s) and pathway(s) that likely contributed to the predicted shortfall in the model; and, (4) the contractor shall prepare a draft manuscript for submission to a peer-reviewed journal on the results of the pesticide analyses for chlorpyrifos/TCP, 2,4-D, and PCP. The circumstance permitting soliciting from a single source is FAR 13.106-1, "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice. Any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of an RFQ will be ignored. A determination by the Government not to compete this proposed purchase order based on this notice is solely within the discretion of the Government. The intent of this synopsis is to determine if a comparable source is available and more advantageous to the Government. No RFP/RFQ is available. Submit responses to the U. S.
