Description
Description This public announcement is being issued as required by the Office of Management and Budget (OMB) Circular A-76 (Revised), dated May 29, 2003. The Office of the Special Trustee for American Indians (OST) announces that it intends to conduct an A-76 streamlined competition to determine whether the work described below will be performed by Federal Government employees or by a private sector source. OST intends to conduct this acquisition following the streamlined competition procedures as provided in the OMB Circular A-76. Further, the intent is to make one award to a single service provider who will be responsible for providing all of the services under study. In general, the service areas being competed involve data entry functions in support of specific management and program offices located at OST in Albuquerque, New Mexico. These data entry services generally include pre-quality transaction review, data encoding, interest calculation and post-quality control review. The data encoding, interest calculation and post-quality control review work is currently performed through contract, and the incumbent service provider is Chickasaw Nation Industries (CNI). The Agency expects to complete this competition by the end of September, 2008. In accordance with procedures for a streamlined competition described Circular A-76, the initial performance decision will be based on a comparison of the cost of performance between an estimate of private sector costs derived using market research methods and the cost of in-house performance by civil service employees that is based on a most efficient organization (MEO) design. If the MEO is lower, the work will be staffed in-house and there will be no further action. If the private sector cost is lower, a formal solicitation will be issued for private sector proposals and a single private sector offeror will be selected to perform the services. If private sector offers received as a result of the solicitation turn out to be higher than the MEO cost, the solicitation will be cancelled and the work awarded to the MEO. As required by the Circular, the following additional information is provided. The Agency Competitive Sourcing Official (CSO) is Lynn Scarlett, Deputy Secretary of the Department of the Interior, however OST does not have a CSO, therefore DOI Acting Director, Center for Competition and Management Analysis, Robert Gordon will be overseeing the responsibilities for this competition. The Performance Work Statement (PWS) Lead is Diane Kurz. The Agency Tender Official (ATO) is William Stenseth. The Contracting Officer (CO) and the Source Selection Authority (SSA) is Deirdre Daly. There is no solicitation at this time. Point of Contact Potential offerors are encouraged to monitor this Web site for additional information regarding this acquisition.
