- This is a presolicitation notice. The Coast Guard is seeking qualified sources that can perform the inspection, repair, test and report of Mine Safety Appliance (MSA) Self Contained Breathing Apparatuses (SCBA). This will be a requirements type contract with one (1) base year and three (3) option years. The MSA SCBA’s are used on all 245 Coast Guard Cutters located all over the country. This will be other than full and open competition to certified CARE Facilities/Personnel. The work shall be performed in accordance with MSA testing and repair specifications, Coast Guard Commandant Requirements, Coast Guard specifications and federal law. All parts to be furnished and used with during the performance of this contract shall be new (OEM) MSA parts only. All parts to be furnished and used with the overhaul(s) shall be (OEM) MSA Parts. Technical data and/or drawings pertaining to MSA’s parts are not available to the Government and are propriety to the OEMs. The procurement involves services to test and repair SCBA’s and the parts being procured from the prime equipment manufacturer or its actual supplier. It is the Government’s belief that only MSA, the manufacturer of the SCBA’s can furnish the required parts to ensure the proper fit, form and function of all its components.
