- The Social Security Administration (SSA) plans to negotiate solely with Johnson Controls, Inc. 60 Loveton Circle, Sparks, Maryland for the purchase of Building Automation System Parts to replace the existing equipment at the Main Complex in Baltimore, Maryland. SSA needs the new automation equipment to make operations safe and more efficient. SSA currently has a contract with Johnson Controls to maintain and operate the building automation system. SSA can only use Johnson Control equipment do to the programming because all of the equipment must be compatible. If SSA purchased other than JCI automation equipment, the Agency would have to have modifications made to the system, which would be costly and time consuming. Additionally, the facility operates 24/7; therefore, the automation system has to function properly with out any operation in service. Additionally, the system is proprietary. Interested parties who feel they can provide this requirement may respond by submitting their capability statement via email to Deborah. R. Wilson@ssa.gov by COB September 8, 2008. The information I receive I will consider solely for determining whether to conduct a competitive procurement. This notice does not constitute a solicitation for offers. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If I receive no responses by the closing date (9/8/08), the SSA will proceed with sole source negotiations with Johnson Controls, Inc. Vendors must submit all questions and/or submissions to this notice in writing to the email address referenced above. I will not accept telephone calls regarding this notice, nor will I return any. Responses must reference SSA-RFQ-08-1968.
