Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this announcement. This solicitation incorporates provisions and clauses in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with Pink Elephant, Inc., 5575 North Service Road, Burlington, Ontario, Canada L7L 6M1; to acquire (1) licenses to use Pink Elephant’s proprietary Information Technology Service Management (ITSM) solutions PinkATLAS™ and PinkSCAN™, (2) ITSM training, and (3) ITSM consultant support for a 12-month Base Period and two (2) successive 12-month Option Periods. NIH has a requirement to acquire ITSM resources to support Information Technology Infrastructure Library (ITIL) training for NIH program staff and to maintain and improve NIH’s ITSM organization. Pink Elephant’s PinkATLAS provides a series of robust templates, policies, metrics and project plans on ITMS best practices and consists of the following unique components: (1) online access to a lifetime of implementation expertise for Pink Elephant’s expert consulting team through the company’s Ask-The-Expert feature and knowledge database with tools, templates and other unique resources (2) 24/7 access to the PinkATLAS Forum which provides benefit from the insights and experience of fellow ITSM professionals worldwide, (3) a knowledge database of a number of ITSM reference materials and templates, and (4) access to reference books pertaining to ITSM that can be electronically browsed. Pink Elephant’s PinkSCAN includes a unique combination of management processes entitled the Online Process Maturity Assessment for benchmarking an agency’s ITSM processes to ensure IT process improvement. Pink Elephant is uniquely qualified to provide the required ITSM resources. Pink Elephant has over 20 years of ITIL experience and expertise and is recognized globally as the leader of ITSM and ITIL. The company was selected as an international expert to contribute to the ITIL V3 project – as author of V3’s Continual Service Improvement book and through representation on the International Exam Panel. Using ITIL best practices, Pink Elephant provides expert customized business process consulting and ITSM information resources in order for its customers to develop end-to-end solutions, from assessments to strategic planning to implementation to continuous improvement. It is the largest producer of ITSM conferences and is the largest and most widespread distributor of ITIL training. CIT has determined that Pink Elephant is the only commercially available source that can provide the combination of professional ITMS services, ITIL training, and support required to successfully fulfill all of the requirements stated above. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit descriptive literature fully documenting their ITSM resources which will be considered by the agency. Sources interested in responding to this notice must be able to provide ITSM resources that can fulfill all of the requirements specified above. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to conduct a competition for this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM intends to make an award for this commercial item in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The contractor shall comply with all other applicable Federal, state, and local laws, executive orders, rules and regulations in effect at time of award.
