Description
The National Institutes of Health (NIH), National Cancer Institute (NCI) intends to procure on a sole-source basis for services regarding "Melanoma Progression Tissue Microarray to Support Marker Development" with the University of Medicine & Dentistry of New Jersey (UMDNJ), New Brunswick, NJ 08903-2681. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. Period of Performance: Performance shall be for six months from date of award. Melanoma continues to increase rapidly in incidence in the US and worldwide. In the US alone, there will be 62,000 new cases of invasive melanoma diagnosed in 2006. Additional markers and therapy targets are needed to improve melanoma diagnosis, to predict survival and to improve clinical outcome. The availability of melanoma Tissue Microarray (TMA) will facilitate research to identify such markers and targets. The contractor will complete the main progression array consisting of four arrays representing different stages of melanoma progression with associated clinical data from patients with various stages of melanoma using collected specimens from the matched melanoma specimens that are already collected. The work to be performed under this contract will allow completion of the melanoma TMA by a group of investigators led by Dr. James Goydos who is a Director of the Melanoma and Soft Tissue Oncology Program at UMDNJ Robert Wood Johnson Medical School. The investigators have unique sets of cases with matched melanoma samples representing different stages of melanoma progression from the same patient with complete pathologic and clinical data. The melanoma tissue collection available for this project is nearly impossible to duplicate and creating reference sets with this material represents an important scientific opportunity. In addition, the state of art core facilities and the expertise of the investigators provide assurance that the project of generating the progression melanoma TMA will be successfully completed. The requested TMA could not be produced by the government because the necessary specimens and data are not available to the government and it would require several years of concentrated effort to reproduce the collections created by the UMDNJ Robert Wood Johnson Medical School. The UMDNJ Robert Wood Johnson Medical School has unique collections of the necessary specimens, in the form of paraffin blocks with the patient data needed to make the specimens useful and the technology required to create the tissue microarrays. Construction of TMA using these specimens and data will be the most beneficial to the government. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on September 17, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
